Billy will be forever missed by his wife Ann-Marie (Cici) Franklin, sons; J.P., Nicholas, Christopher, and Zachary, best friends Mike and Beverly Higgins, his sister in law and sister by love Karen Cici, as well as many loving friends and extended family.
