She was born on October 18, 1937, in Baltimore, Maryland, to the late Viola and Thomas Pendergast. She worked as a clerk at AandP and Sears and was very active in the Arundel Chapter of Order of the Eastern Star, serving as past Worthy Matron from 1978-1979.
Viola is survived by her devoted husband of 60 years, George F. Payne. She was predeceased by her beloved sisters, Betty Bird, Phyllis Hasty, and Nancy Schekles.
