Scott was born in Hartford, February 8, 1967 son of the late Charles R. and Polly A. (Foley) Williams. He was raised in Glastonbury and lived in Manchester for the past 15 years. Scott was a dedicated and loving husband, brother, and uncle. He will be fondly remembered as a kind, sensitive, and caring man. Scott’s kindness was apparent through his work with stray animals, he worked to give them food and shelter for many years.
