She was born September 30, 1932 in Charleston, WV to the late James Howard and Ernie Ethel (Fowler) Foster.
Norma graduated from Stone Wall Jackson High School in West Virginia and attended East West University in Chicago.
Norma retired in 1997.
Surviving is a son, Kenneth S. Elliott (wife Marcia) of Malta, IL, eight grandchildren, and several great grandchildren. She was preceded in death by a daughter Sharon Welker, two brothers and seven sisters.
