Winsted: Joan M. O’Neil, 61 died peacefully surrounded by her family on April 13, 2009. Born and raised in Branford, Joan was the second child of the late Marion and Norman Plant. She was a graduate of Branford High School and received her associates degree in psychology from Northwest Community College. Joan settled in the Northwest corner where she raised her family. Prior to her retirement in 2004, she worked as a Program Manager for Prime Time House in Torrington for 15 years.
