Frances was born on April 30, 1951 in Front Royal Virginia to Howard and Betty Bailly. Frances grew up in Phoenix Arizona and Huntington Beach, California. She graduated from Huntington Beach High School in 1969. Frances married Don on May 13, 1978 in the town of Big Bear Lake, California.
