Son of Lewis W. Scarpa Jr. and Rose I. Gosselin Scarpa of Milford, he was born on July 8, 1960 in New Haven. Douglas owned and operated the Scarpa Painting and Decorating Corporation in Litchfield County and was involved in the Abby of Regina Laudis and the Gary-Olivia Theater in Bethlehem, CT.
In addition to his parents, he leaves an aunt, Therese Augistiguy of North Branford and several cousins in Connecticut and Florida.
