Charles was born September 25, 1947 in Warren, Ohio. A son of the late Charles and Ruby Barnhart Garringer.
Charles served in the United States Air Force and later as a supervisor in construction. He enjoyed fishing and boating. His family remembers him as having a wonderful sense of humor.
Survivors include 2 brothers: Kenneth Garringer and his wife Diane of Hartford, Ohio and Richard Garringer and his wife Diane also of Hartford, Ohio, one sister: Barbara Stecker and her husband Carl of Leetonia, Ohio. Charles was the guardian of Savannah Cotton of Fort Walton Beach who he loved dearly, and his good friend Edna Cotton of Fort Walton Beach.
