Charles graduated from Highland High School. He served his country in the Navy Reserve. He enjoyed line dancing, going to auctions, geocaching and trap shooting every Tuesday with his granddaughters. He retired from Delphi Automotive after 33 years of service. He was the Executive Director of Madison County Emergency Management & Homeland Security Agency for over 40 years.

He was a Certified Emergency Manager, current Vice Chair, Indiana Department of Homeland Security District 6 Planning Council, Treasurer Madison County Local Emergency Planning Commission, Member of the Madison County 911 Board, Member of the Amateur Radio League, and Repeater Club, Member of COAD and a member of Anderson/Madison County SCORE. He was a member of Pendleton Masonic Lodge #44 F & AM.

Charles is survived by his daughters, Melissa Christian Brenneman of Pendleton and Heather Jason Imel of Anderson; grandchildren, Kara Brenneman, Megan Brenneman, Kayleigh Brenneman, Morgan Brenneman, Emerson Brenneman, Haley Brown, Lauren Brown and Garrett Imel; one great-grandchild on the way; his sister, Diana Hall and his niece, Angie Hall; Special friends, Leeann Brown, Jack and Terri Woolum; and his dog, Bob.

He was preceded in death by his father, Virgil Brown; mother, Jane Brown; son, Richard “Rick” Dale Brown.
