Bart was born in Havre de Grace, Maryland and lived many places during his life. He spent several years during his childhood in Woodbury where he enjoyed being close to family. Woodbury had always been a special place, his hometown, a place of family roots.
Bart graduated from Annapolis in 1978 and began his career in the nuclear industry by serving in nuclear submarines.
