William Peter Feimer was born on July 20, 1921. His parents were William and Susanna Hemerka Feimer, who emigrated from Hungary/Rumania in the early 20th century. They lived in Locust Point. Mr. Feimer graduated from Baltimore City College High School in 1939. He attended the University of Maryland. He worked for Glenn L. Martin in Middle River before enlisting to become a pilot in the Army Air Corps. He flew seven missions as a P-40 pilot. In October 1943 his plane was hit by enemy fire and he had to bail out over Italy.

After the war he joined the Baltimore City Police Department, where he worked first as a motorcycle patrolman and eventually as a crime lab technician, which included analyzing drugs and photographing crime scenes.
