William Robert “Bill” Rooney, 77, of Finksburg, died Saturday, Feb. 20, 2016, at Carroll Lutheran Village. Born Feb. 5, 1939 in Lonaconing, MD, he was the son of the late Margaret Flynn Rooney and Lawrence M. Rooney. Survived by his loving wife of 45 years, Constance G. Rooney.
He was employed by Carroll County Public Schools for 40 years, beginning in 1961 as a teacher of English and Social Studies at Mt. Airy High School; where he also coached basketball. He taught until 1968 when he moved to central office as a Pupil Personnel Worker for the school system. He moved on to become the Supervisor of Personnel in 1979. He later served as Director of Personnel from 1991 until he retired in 2001.
He was active in many professional organizations. He was a member of the Maryland Association of Pupil Personnel. He was also a member of Maryland Negotiation Services, a statewide organization providing advice to school superintendents regarding collective bargaining issues. He was a section director from 1991 to 1994 and served as president in 1995. He served as a member and presenter for the Association of School Business Officials. He was a consultant to other Maryland school systems on issues related to Human Resources policies and procedures.
In addition, he was a Third Degree member of the Knights of Columbus, Council No. 1393 in Westminster and served as a youth coach for multiple years in St. John’s basketball program. He enjoyed bowling, his vegetable garden and sharing his harvest with others. He was an avid golfer. During retirement, he surprised himself and others by beginning his only hobby in life: carving wooden shore birds and walking sticks. He gave the majority of these to others and contributed one yearly to a church basket bonanza at First Presbyterian Church. Above all else, he was a consummate Notre Dame fan his entire life.
In addition to his wife he is survived by a son and daughter-in-law, Patrick and Kathy Rooney of Marlton, NJ, grandchildren Ben and Aiden Rooney, sister and brother-in-law, Maggie and Mike Weisenmiller of Leesburg, GA and nephews Tim Weisenmiller of Charleston, SC and Eric Weisenmiller of Seneca, SC.
He was predeceased by a daughter Stephanie Rooney.
