Tommie Lee Ruffin Sr. was born on August 24, 1954, to Ernest Ruffin and Blancher Ruffin in Meridian, Mississippi. Tommie with his family moved to Indianapolis, Indiana when he was around seven years of age.
Tommie attended Indianapolis public schools. He graduated from George Washington High School.
Tommie moved to Oakland, California. There he obtained several degrees.
Tommie enlisted to serve in the United States Army. He was stationed at Fort Leonard Wood, Missouri in 1974.
Tommie was joined in holy matrimony to Joyce Humphries Ruffin on April 13, 1990.
Tommie worked as a substitute teacher, mentor, and coach for the Douglas Recreation Center. Tommie also worked as a janitor/housekeeping at Embassy Suites.
