He was born November 23, 1945, at Idaho Falls, to Henry and Chloe Packer Martin. He graduated from Idaho Falls High School, and later attended the University of Idaho, where he received a Bachelors Degree in History, and a Juris Doctor Degree in Law. Upon graduation from law school he was commissioned an officer in the United States Army.
