RUDOLPH JASON BASKINS was born July 20, 1927 in Springfield Arkansas. He was the third of six children born to Theimer H. and Willie Alberta Baskins. He attended elementary and junior high school at North View School and graduated from Conway County Training School in Menifee, Arkansas.

His mother, Willie raised all of their six children to love and stay tuned to the Lord God Almighty. All of them completed college except Rudy, who chose to serve his country. Rudy was preceded in death by his mother in 1969 and his eldest sister, Elteaser Baskins-Hammond in 2000.
