Roxanne Denise Short was born on December 16, 1957, in Williamsport, Pennsylvania to her parents, William Short and Beverly A. Jones Short. She was the second child born in the family. She was raised surrounded by her brothers, Clifford, Darren and her sisters, Elisa and Billie. As a child, she loved to sing, dance and was quite good at playing sports. Roxanne received her formal education in Denver, Colorado where she graduated from Manual High School in 1974. In 1975, she united in holy matrimony to James Rogers, Sr.
