Heritage Village Volunteer
Mr. Philip F. Welch, 87, of Heritage Village died Friday September 18th at River Glen Health Center in Southbury. He was the husband of Betty (Ackerman) Welch. Mr. Welch was born March 20, 1922 in Brooklyn, New York a son of the late Harry and Jessie Welch. He served in the US Navy for three and a half years in WWII as a Fire Controlman on the battleship Iowa, and later in the war in the Amphibious Forces on a Landing Ship-Rocket.
After the war he obtained an Electronics Engineering degree from Polytechnic University and served in the New York Telephone Company for forty years with extensive experience in computer systems development and corporate planning. After moving to Heritage Village in 1993, he began many years of volunteer work as an ambulance EMT and Vice President of the HV Ambulance Association. He also joined the Board of Condo 20 and was Trustee for many years, serving also on the Finance Committee, the Long Range Planning Committee and as Treasurer for Heritage Village. He helped to develop the computerized Long Range Plan that is used to analyze future projects and budgets for the Village.
In addition to his wife, he is survived by a son Richard Welch of California, a daughter Barbara Breder of Iowa, a step-daughter Deborah Rallo of Florida, a brother Harry Welch of Tennessee, a sister Rita Rispoli of Florida and six grandchildren, Shannon and Gina Welch, Brandon and Austin Rallo, Christopher and Thomas Welch. He was predeceased by a son Thomas Welch and a step-son Donald Mylan.
