After that he continued his service in the Missouri Army National Guard for the next 38 years. He retired as Chief Warrant Officer in 1996. After retiring, he served on several City of St. James boards. This included being elected to the City Council and appointed to the Planning and Zoning, Utility and Ambulance boards. While serving on the City Council, Joe initiated the development of the current recycling program for St. James. Joe volunteered his time at the St.
