Arthur graduated from Michigan State University in 1984 with a degree in electrical engineering. He worked for both the Department of Defense and National Highway Traffic Safety Administration, retiring in 2019. Some of Arthur’s favorite activities included cycling, hiking, camping, backpacking, skiing, woodworking, gardening, and baking. He is survived by his wife, Cheryl Carter; two children, Eric and Kayla Carter; sister, Doris (Richard) Clements; three brothers, Robert (Louise), William (Mary), and Walter Carter; and numerous nieces and nephews. He was preceded in death by his parents, James and Marjorie Carter, and brother, Wayne (Linda) Carter.
