Oscar Doris Price was born on July 22, 1929, in San Angelo, Texas to his parents, Doris Price and Willie Mae Hardiman Price. He was the second child born in the family. He was raised surrounded by his brother, Joe and his sisters, Willie and Ruby. As a child, he was athletic and enjoyed playing with his brother. He was happy, always had a smile and was good at card games. Oscar received his formal education in San Angelo, where he attended Blackshear High School. On June 28, 1962, Oscar enlisted in the United States Air Force.
