She was born on December 21, 1941, in McKeesport PA to the late Dorothy B. (Molnar) Horvath and John Horvath and grew up in Fairfield. She married her devoted husband of 42 years, Mark A. Lewis, of Orange, on November 24, 1967.

A gifted educator, Judy began her teaching career with positions at Naugatuck High School and Roger Ludlowe High School and then spent more than 30 years teaching throughout Milford. She most recently taught language arts at Harborside Middle School, where she was loved by her students, colleagues, and administrators. In 2003, Judy earned two Teacher of the Year awards, one from Harborside Middle School and one from the entire Milford School District, awards that brought her much joy and pride and highlighted her teaching legacy. She retired from teaching in 2007 to spend more time with her family.
