Otis Eugene Loper, II, 66, of Tallahassee, peacefully passed away after a brief but valiant struggle on June 7, 2017. A son of Betty Kirkpatrick Loper and the late Otis Eugene Loper, he was born in Hattiesburg, Mississippi, on August 18, 1950. He was a service manager for forklift repair, and had faithfully served in the United States Army during the Vietnam Conflict. He was a also private pilot and enjoyed traveling, going to casinos and was a loving and dedicated family man. He is survived by his wife of 48 years, Barbara Plant Loper; daughter, Tabatha (Donald) Rackley; grandchildren, Trevor Rackely and Donovan Rackley; and a brother, Alfred (Lynda) Loper.
