Mr. Blair was born December 22, 1956, in Downey, CA, son of the late George Franklin and Ruby Mae Kooken Blair. He was retired from the Orange County, CA Sheriff’s Department where he worked as an I.T. Technician. In addition to his parents, Mr. Blair was preceded in death by a sister, Mary Garcia.
