He resided in Danbury, CT, formerly Ossipee, NH and attended Kingswood Regional High School in Wolfeboro, NH.
He was an avid outdoorsman who loved gardening, cooking, and getting a pizza at the Pizza Barn in Ossipee, NH.
He was predeceased by his father Roy and brothers Dennis and Tommy Milligan, and is survived by his mother Dorothy, his wife Ekaterina Ivanova Milligan, daughter Stephanie, son Mark and his wife Tamara, son Timothy and his partner Dara Crawford, and step-daughter Anastasia Ivanova. He had five wonderful grandsons: Tiegen, Kayden, Royce, Maverick, and Ryker. He has two surviving brothers, Dwight and Scott, and five sisters: Brenda, Kathleen, Deborah, Melissa, and Suzanne, as well as an ex-wife Kimberly (Harrison) Fisher of Maine, along with several nieces and nephews that he adored.
