Joe was born the son of the late Joseph and Margaret Popwych Stephany on July 27, 1936 in Rochester, New York. He was a very quiet man with a mischievous smile. Joe loved to tease and joke with people but mostly with women. For many years Joe lived at the 507 Church Street house before moving to 101 Cobblestone Terrance.
Joe will be remembered by many friends and staff at the Finger Lakes DDSO.
