Joe was a retired US Army World War II and Korean War veteran. He served his country for 20 years.
Survivors include: two sons, Jeffory (Ann) Phillips of Plano, TX and Alan (Min-chi) Phillips of Hunt Valley, MD; two daughters, Sharon (Samuel) Branham of Edgewater, MD and Karen (Ken) Purdy of Lagro, IN; nine grandchildren; six great-grandchildren; two older brothers, Paul Phillips and Daniel (Judy) Phillips, both of Richmond, IN. Several nieces and nephews and special friend, Janet Chestnut also survive.
Joe was preceded in death by his parents and 1st wife Virginia Phillips in 1960, then 2nd wife, Naomi Phillips in 2011. He is also preceded in death by his sister Jane Floyd and brothers Robert, James, Sid, Eugene and Matthew Phillips.
