John T. McHugh, formerly of Willingboro died at the Morningside of Charlottesville, VA on Sunday at the age of 91. He was Willingboro’s Town Manager from 1964 until 1974. John (often called Jack) was preceded in death in January 2013 by his wife of 60 years, Carmen T. (Trudeau) McHugh and earlier by his parents, Owen and Catherine and a sister Catherine (McHugh) Schell. John was born in New York City and grew up in the Bronx. He graduated from Morris High Schol in the Bronx in 1940. During World War II, he proudly served in the U.S. Navy from 1942 to 1946. Upon his return, he obtained a B.S. degree from Springfield College in Springfield, Mass.
He then became recreation director for the town of Montpelier, VT., where he met Carmen, who had grown up there. They married in Montpelier on Sept. 13, 1952 and moved to Philadelphia, so John could pursue graduated studies. John obtained a master’s degree at the Fels Institute of Local and State Government at the University of Pennsylvania in 1954. He worked at Fels form a number of years, consulting to local government before becoming Town Manager of Willingboro from 1964 until 1974. He then became the County Administrator of Middlesex County, NJ serving from 1974 until his retirement in 1987.
John was also a longtime member of the Willingboro branch of Rotary International. Upon his retirement, he continued to pursue his lifelong passions for public service, the outdoors and reading. John is survived by his loving family, including his seven daughters and their families: Maureen McHugh, Patricia McHugh (Matthew Seig), Catherine McHugh, Jean Weiss (David Weiss), Eileen McHugh (Jonna Branigan), Judith McHugh (Catherine San Filippo) and Jacqueline Dent (Kyle Dent) , as well as eight grandchildren: Morgan and Dana, Emma and Dylan, Cullan and Satin,Violeta and Angela; as well as six great-grandchildren and many brothers-and sisters-in-law, nieces and nephews.
