Jack was an Indianapolis firefighter and Arson Investigator for more than 20 years after retiring from IFD he was appointed State Fire Marshal by then governor, Evan Byah and worked tirelessly as a Lobbyist for the fireworks industry until his death.
Jack was a complex man, as those who knew him can attest. He was intense in all aspects of his life. His opinions were strong, as were his loyalties. There was no room in his life for ‘in-between.’ His love was fierce, as were his other emotions. Whether one enjoyed his company or not, was left to the individual. One thing is certain, however…
Jack Dugan always made his presence known.
He was a member of the Indiana National Guard, Speedway American Legion, Post 500, Knights of Columbus #3660 and Indy Dancers Club.

He was preceded in death by his parents; grandson, Christopher (CJ) Holtrey; brother, Tom Dugan; sister, Patty Dugan and survived by his son John Charles (Megan) Dugan, Jr; daughters Dawn (Earnie) Holtrey and Erin Sheridan (Rob Coomer); grandchildren Caroline Rose Holtrey (Harrison Adams), Camille Holtrey, John Charles (Charlie) Dugan III, Ben Coomer and Ryan Coomer; great-granddaughter Louisiana (Lullah) Mae Holtrey.
