Jeffrey was born on April 18, 1953 in Muncie, Indiana to Donald and Janet (Bales ) Younce. He was a 1971 graduate of Wes-Del High School and went on to serve his country in the Navy.
In 1980, Jeffrey earned a Bachelor of Science in Education from Ball State University; Majoring in Criminal Justice, Social Studies, and Sociology.
