Jeff is survived by his father, Mell and Ruth Collins, Auburn, GA; mother, Melvina Mote Collins, Monroe, GA; sister and brother-in-law, Susan and Sean Ogburn, Hoschton, GA; niece, Ansley Watson, Hoschton, GA; nephew, Vince Watson, Hoschton, GA; aunts, Anne Collins, Comer, GA; Faye Guthrie-Witcher, Morrow, GA, and Laverne Peppers, Winder, GA; uncle and aunt, Joe and Mary Collins, Gratis, GA; several cousins and numerous friends.

He was a 1987 graduate of Winder Barrow High School in Winder, GA. Jeff was employed with Elite Grave and Vault Service. He had also worked for his father, Mell Collins, in grave and vault services. Jeff was an avid Dallas Cowboys football fan and University of Georgia football fan.
