Jay Emory Cook was born February 16, 1928 to the late Paul & Anna Mae Cook in Baltimore, Maryland. He attended Poytechnical Institute and then was in the Merchant Marines for ten years. He retired from IBM after 34 years.
He is a member of Glen Burnie Baptist Church where he was a deacon. He was also a member & past officer of the Ventor Yacht Club. Jay was a member of the American Legion post 71 and on the board for NCEON.
