James Ernest Rackley, Jr., affectionately known as “Bubba,” passed away suddenly on October 30, 2022 in Bowie, MD. He was 56. James was born in Lakewood, NJ to the late James, Sr. and Emma Nowasky Rackley. James attended some college classes, becoming a skilled carpenter. He was described as a man “who could repair anything” and he “wouldn’t stop until it was fixed.” James enjoyed golfing and drawing. He was also an avid reader.
James married his “other half,” Cindy King Rackley in 1995. In addition to his wife, he is survived by his brother, Eric Apel of Shepherdstown, WV; sisters, Jennifer (John) Smith of Owings, MD; Kirsten (Steve) Taylor of Lusby, MD and Kimberly (Robert) Barlow of Martinsburg, WV and several nieces and nephews. Besides his parents, James was also predeceased by one sister, Nadine Apel.
