Howard Dugan 97, of Arthurdale a retired Preston and Barbour County educator, died Friday September 10, 2010 at Pierpont Place in Fairmont, WV. He was born May 7, 1913 in Barbour County a son of the late Tillotison and Nola (Shaw) Dugan. He was the last surviving member of the Dugan family. Mr. Dugan was a graduate of Fairmont State College and WVU. He had a career of 44 years at all levels in public schools: serving first as a teacher in one-room schools, a high school instructor at Fellowsville, and as principal of Newburg High, Arthurdale Elementary and Valley Junior High. Finally, he served as an administrator overseeing federal title and headstart programs and as personnel director of the Preston county board of education. In 1979, he was named Honorary Parade Marshall of school day for the Preston County Buckwheat Festival. After retiring he was Deputy Assessor of Preston County for 20 years. He attended Mt. Zion Methodist Church. In 1945 he organized, was a charter member, and served as treasurer for 63 years for the Mt. Zion (Marquess) Cemetery Association. Many will remember Mr. Dugan as an avid participant in the community; as treasurer of the Arthurdale water association, treasurer of the sewer association, and working with the Arthurdale Women’s Club maintaining road markers and road improvements. Mr. Dugan enjoyed membership in the Preston County Retired School Employees Association, Board of Directors of the Preston County Sheltered Workshop, and as oldest living member of the Newburg Rotary Club and Aurora Masonic Lodge # 43.
