Horace Hill, Jr., 56, passed away on Thursday, March 4th at his home in San Diego, CA. He was born on January 17, 1954 in Birmingham, AL to the late Easter Thomas Hill and Horace Hill, Sr., the oldest of four children born to this union. He grew up in Birmingham, AL and in 1961, his family moved to Middletown where he attended middle school and Woodrow Wilson High School where he played football, basketball and ran track. Horace was instrumental in implementing Black studies at his high school. In 1968, Horace met his wife, Thelma (Vivian) Jean Outlaw Perry Hill at the Teen Center. They attended and graduated from Woodrow Wilson High school. In 1976, Horace enlisted into the United States Navy and graduated number 2 in his platoon and relocated to San Diego, CA in 1977. After attaining the rank of Aviation Machinist Mate 2nd Class Petty Officer and was Honorably Discharged in 1980, he began a career with the Federal Government, Department of Defense (DOD), then Naval Air Rework Facility (NARF) San Diego, CA. as an Aircraft Engine Repairer and was later promoted to the position of Occupational Safety & Health Specialist in 1994. He served as President of the International Federation of Professional & Technical Engineers aboard Naval Regional Southwest, President of Blacks In Government, Greater San Diego Chapter, Section Director, Pony League, Inc., Sunshine Pony, Colt & Palomino League, Inc. and consulted regularly with the Urban League of San Diego County where he participated on the Diversity Advisory Council. Associates in Science Degree in Environmental Health & Safety Management from Southwestern College, Associates in Hazardous Waste from Cuyamaca College and Certificate in Computer Aided Drafting & Design from Muir Technical, San Diego, CA. In 1997, Horace rededicated his life to Christ and became a member of St.
