Homer was born in 1923 to C.N. (Bud) Clough and Mable (Garrett) Clough.
Homer graduated from Buffalo High School in 1941 and worked for a year before entering college. He rode the train from Kansas to Nampa, Idaho to attend Northwest Nazarene College, staying with his Uncle Albert and Aunt Barbara. He worked multiple jobs, including cutting meat, to put himself through school. He graduated with a major in History and minor in Religion in 1946. While in college, he met Ruth Elaine Maxey, who was part of the large Maxey family with five brothers and three sisters.

In the summer of 1959, Homer moved his family to Nampa, Idaho and through open doors that God provided, began to teach in the Boise school district, where he taught World Geography and supervised Driver Education in the summers.
Homer retired in 1985 after 25 years with the Boise School District. He and Ruth wintered in Yuma, Arizona for 14 years. As Ruth’s health declined, Homer became her caregiver until she entered a care facility in 1999.
On Valentine’s Day, 2010, Homer married Janice Webb whom he had met at Senior Camp at Trinity Pines in Cascade, Idaho.
