Franklin was born on July 1, 1940 in Baltimore, Maryland. He was a student at Glen Burnie High School. He was a member of the United States Navy. He was then a Construction Superintendent for many years. Franklin was the world’s best sports fan. He would always say ‘Go Maryland Terps and Notre Dame!!’.
