On April 6, 2011, Frank E. Cooper of Annapolis, formerly of Glen Burnie, passed away at the Anne Arundel Medical Center.

Frank was born in Old Town, Maine to Mabel & Dean Couper. He graduated from Dartmouth College in 1968 with a Bachelor of Arts Degree and went on to earn his law degree from Georgetown University. Frank was the last “Dartmouth Indians” mascot. He also served his country proudly in the United States Coast Guard and retired as a Lieutenant Commander. Frank then practiced law for Montgomery County as a procurement attorney and also did some pro bono work. He was a member of the Dartmouth Alumni and the Harundale Presbyterian Church. Frank enjoyed playing the bass violin (where he played at Carnegie Hall on a few occasions), singing in the choir at church, reading, music, and traveling.

Frank is survived by his cherished son Scott Couper of South Africa and daughter, Kristen Schellhase of Florida. He is also survived by his beloved grandchildren, Michah and Madeline Valiquette, and Adam and Elizabeth Schellhase; his dear sister – Barbara O’Connell; aunt – Sherbie Mayhew; and step-mother – Daphene Couper.
