Elmer Harlan was born to Elmer Harrison Harlan and Ada Kiser on May 18,1924 in Souix Falls, South Dakota. At the age of 8 he moved to Success, Missouri where he was raised by his loving Aunt Fern Kiser. He enlisted in the Navy when World War II started. He served on an aircraft carrier until the end of the war.
Elmer was a leader in the community, he received a lifetime PTA membership award, and was a Little League coach.
