Born, July 24, 1927 in Winchester, Virginia to the late Frank Stanley and Anna Julia Affleck Miller.
He was preceded in death by his wife, Ruth Odell Mills Miller in 2007.
He was a graduate of Strayer Business College Washington, D.C.
He was employed with Allegany Power in Winchester, VA and Hagerstown, MD until his retirement.
He was a veteran of the U.S. Navy serving during WWII.
He was a member of St. James Brethren Church St. James, MD.
He was a member of International Right of Way Association Potomac Edison Company, Mediary Lodge #140 AF&AM Williamsport, MD, Scottish Rite of Cumberland St. Andrew’s Society, 32nd Degree Mason, Knight Commander Court of Honor, Advisory Commission of the C&O Canal, Clan Lindsey Association USA, Potomac Post #202 American Legion Williamsport, MD, and Lifelong member of the Humanitarian Society Beverly Hall Quakertown, PA.
He was a patron of the Washington County Museum of Fine Arts.

He was predeceased by two sisters and one brother.
