Dr. James R. Milligan Dr. James R. “J.R.” Milligan, 89, of Country Club Lane, Salem, passed away peacefully in his home on Friday, April 27, 2012, following a long illness. Dr. Milligan was born on July 25, 1922 in Willard, Ohio, the son of Kenneth and Iris (Stinger) Milligan. He was a 1940 graduate of Willard High School, where he played football and participated in musical activities. After graduating early from Ohio Wesleyan University in 1943, he was enlisted in the U.S. Army Air Forces and was first stationed at The Greenbrier in West Virginia. He also served at hospitals in Biloxi, Miss. and West Point, N.Y. before his honorable discharge as sergeant from Fort Dix, New Jersey in 1946.
