Dr. Arthur C. Banks, Jr., 91, of Wethersfield, founding President and President Emeritus of Greater Hartford Community College, now Capital Community College, died peacefully Sunday, July 1, 2007 at Hartford Hospital surrounded by his family. Born November 7, 1915 in Cleveland, OH, son of the late Arthur C. Banks, Sr., and Minnie Stokes, Dr. Banks earned his Bachelor of Science degree at St. John’s University, 1939, Masters degree at New York University, 1945, and Ph. D. degree at Johns Hopkins University, 1949, Phi Beta Kappa. Dr. Banks was full Professor of Political Science at Morehouse College, Atlanta, GA, from 1956 to 1967 before coming to Hartford as first President of Greater Hartford Community College, retiring in 1985, the very first Community College in Connecticut.
