He was born May 28, 1943, in Oswego, the son of Charles Joseph Dillard and Alvina June Zieche Bateman. He married Judy Diane Reichert and she survives.

He is also survived by two sons and one daughter, Tod Dillard and Torri (Kevin) Tarillion, both of Jacksonville, and Joseph (Lesley) Dillard of Chapin; special daughter-in-law, Jill Dillard of Jacksonville; seven grandchildren, Delani Dillard, Danielle Dillard, Andrew Dillard, Justin (Cristen) Tarrillion, Haylee Tarrillion (Jessica Rhodes), Dawson Dillard, and Britni Dillard; two great grandchildren, Jackson Tarrillion and Ellie Tarrillion; one brother, Phillip Dillard of Ashland, and one sister, Pat Tegeder of Arcadia. Starting early in life, Chuck tried several career choices before finding his passion, serving the community as a police officer with the Jacksonville Police Department, several years of which he served as a K-9 officer with his partner, Sarge. Believing the community was of the utmost importance, he went above and beyond using community police practices. It was easy to see why he was a well liked and respected officer of the law by the people he served.

Upon his retirement from the police department, he and his wife, Judy, became the owners and operators of the Jacksonville Dairy Queen, where he served as the Ice Cream Cop for 23 years. After 20 years as a police officer, Chuck could be found in the first booth at Dairy Queen eager and willing to befriend a stranger, chat with friends and family, or counsel young staff members and new officers seeking his advice.

After he retired from Dairy Queen, Chuck once again served his community by driving a school bus for Jacksonville School District #117 until retiring due to the pandemic.

Chuck was a fan of the Chicago Cubs, and enjoyed fishing and traveling with his wife, Judy. He was a friend to all and would do anything for anyone without thinking twice. Chuck was loved and will be missed by his friends and family. He was a devoted and loving husband, father, and grandfather, and was proud to be married to Judy for 55 years.
