Cecil Lee Ruff was born June 29, 1925, in Boswell, Oklahoma to Eddie Ruff Sr., and Cornelia E. Ruff. He was the second of six children born in the family. Cecil was raised in Fort Worth, Texas where he attended the I. M. Terrell High School, frequently on the honor roll, Cecil graduated with honors. In 1943, Cecil enlisted in the United States Army and stationed in Hollandia Dutch New Guinea; in 1945, he was honorably discharged. After his discharge, he resided in Berkley, California until the mid-1950s, and relocated to Denver, Colorado. Over the years, Cecil was a very active member of several civic organizations including the American Legion, and the Elk Mountain Lodge #39. Elected to the highest office as an Elk Mountain Lodge member, Cecil served as the Exalted Ruler, and other key positions.
