Cecil was born August 18, 1967, in Bloomington, Illinois to Cecil Duane Terrell and Barbara Lynn (Chicquette) Terrell. He graduated from High School and attended college at where he received his Associate’s Degree. He married Angela M. Holmgren on August 17, 1991 in Lompoc, California.
Cecil and Angela moved to Sterling and Cecil pursued a career at the Sterling Correctional Facility. He worked there for over 22 years lastly as a lieutenant. He received the Employee of the Year Award and Survivor of Assault of Officer Award.
Cecil loved his grandchildren, going to the mountains, riding motorcycles, bowling, watching movies and the color “blue”.
Cecil is survived by his loving wife Angela, son Cecil S. Terrell, daughter Rebekah “Bekah” (Terry) Vallejos; grandchildren; and brothers Joseph D. Terrell and Dennis J. Terrell.
