Dec. 14, 2013, marked the passing of long-time Niceville, Fla., businessman Cecil H. Blackwell. Mr. Cecil went home to be with the Lord and his many loved ones who went on before him and especially his wife, B. Vonceil, who passed away in 2010. He was born Sept. 25, 1922, to H. M. and Grace Blackwell who have predeceased him many years ago. He was one of six children and at his death he was one of two surviving children. Surviving sibling is Mrs. Doris (Jess) Davis of Atlanta, Ga.”Shady” came to Okaloosa County in 1951 from Walker County, Ala., and began a series of businesses, some of which are still functioning even after his retirement in 2002.”Blackie,” as some called him, was a long-standing member of several community and national organizations, some of which led him to be named the “Man of the Year.
