Catherine (Nelligan) Picard, 98, of Winsted passed away on June 17, 2022. Catherine (Kitty) was born September 15, 1923 in Winsted, CT, the 4th child of William and Catherine (Egan) Nelligan and enjoyed a happy childhood with extended family living on Highland Lake. She graduated from the Gilbert School and then worked in Hartford for the Travelers Insurance Company until she turned 21 and enlisted in the U.S. Coast Guard. She proudly served her country in Washington, DC. In 1947 she married Rene’ Picard, who predeceased her in 1985. She worked for Southern New England Telephone Company until her retirement in 1986. Kitty leaves her sons, Robert (Martha) Picard of Granby and Brian (Gisele) Picard of Simsbury and her grandchildren, Mary (Ed) Clark, Christopher (Rachel Primmer), Andrew, Michael and Laura Picard, and her great grandchildren, Evan and Sydney Clark, and Eleanor Picard. She was predeceased by her siblings William, Marion, Robert and Kenneth Nelligan, and Marguerite Wilson. The family would like to thank the staff at The Cottage in Torrington and at Cherry Brook Nursing Home in Canton for the love and excellent care they gave Kitty.
