Carol was born May 26, 1937, in Rupert, Idaho, the fourth child of Joseph Leo Rawson and Grayce Hannah Arehart. She was raised in the St. Anthony area, where her father worked for many farmers in the Egin and Hamer area. She graduated from South Fremont High School in 1955, after which she moved to Lewiston, Idaho, where she attended cosmetology school. It was during this time that she met her future husband, Richard A. Hayes.
Carol and Richard were married, on March 27, 1958. They lived in Lewiston, where Dick worked at the Hotel Lewis Clark.
