She was born February 23, 1939, in Salt Lake City, Utah, to Naomi Wardell Mattsson and Dee R. Mattsson. Carol was raised to young adulthood in Sandy, Utah, where she developed several life-long friendships. Her family later moved to Las Vegas, Nevada, where she graduated from Las Vegas High School, met and married F. Blaine Bale in the St. George LDS Temple.
Carol was employed as a secretary during the early years of their marriage. When their first daughter was born, she became a full time mother and homemaker.
