Frances (Billie) Wilcox, of Alpena, departed this life on Sunday, November 9, 2014. She was born on August 24, 1938 in Colorado to Harland and Oza (Snow) Bailey. Billie retired from the Alpena Post Office and as the Alpena City Treasurer and Recorder. A hard worker all her life, she had previously owned Alpena Grocery, Alpena Feed Store, and along with her husband owned Wilcox Construction Company. She was preceded in death by her parents; an infant daughter, Jeanette Lynn; sister, Jean Starkey; and brothers, Tim and Harvey Bailey. Billie married Tom Wilcox, on July 16, 1955 in Harrison, AR. She was a devoted and loving daughter, wife, mother, sister, grandmother and friend. In her generous and loving spirit, her home was always open to her family and friends. She spent many nights and weekends taking care of the needs of others, whether it be to notarize a title, arranging for the community building keys to get to whomever needed them. Billie is survived by her loving husband of 59 years, Tom Wilcox of the home, sons Terry and Gary (Janet) Wilcox of Alpena, granddaughters, Angie (Phillip) Napier and Christie (Byron) Usrey of Alpena, Kala (Tim) Shoemaker of Ozark, MO, Tara (Donald) Coots of MO, Julie (Aaron) Kelkhoff of Salt Lake City, UT and eight great-grandchildren, siblings; Bobbie (John) Young of Tontitown, Ronnie (Lucille) Bailey of Alpena, Faye (Kenny) Smothers of Green Forest, Binky Bailey of Alpena, George Bailey of Green Forest, Paulette Bailey of Omaha, Corky (Wanda) Bailey of Osage as well as a host of other family members and friends.
