Barbara was born September 13, 1942 in Mesa, AZ to Gracie Mae (Hale) and Loyd Wilson Haley. Her childhood was spent on a farm in Amber, OK. She attended elementary school in Amber. In 1954, her family moved to Sterling, Colorado where she continued her education, and graduated from Sterling High School in 1960. On January 15, 1960, she married Leland R. Lapp in Sterling. They lived overseas in Holland, from June 1960 to January 1962, where he was stationed in the Air Force. Upon returning to the States, she had a son (Leland, Jr) and a daughter (Dena).

Barbara attended and was employed at Northeastern Junior College 1977-78. She was a member and church pianist for many years at Emmanuel Baptist Church. Barbara returned to Oklahoma in the 1980’s. She retired in 2011, from her position as a bookkeeper/accountant in the Financial Services Department at The University of Oklahoma Health Sciences Center in Oklahoma City.

Barbara enjoyed playing the piano, oil painting, traveling, reading, and doing sudoku puzzles. But most of all, she loved visiting with her many friends and family members. Her son often teased her for being on her cell phone texting and talking, as much as a teenager.
